It has been over 4 years since the Review of Pricing Arrangements in Residential Aged Care (The Hogan Review). Whilst a number of recommendations from the review have been adopted by Government, many have yet to be implemented.
The intervening period has been one of significant change in the residential aged care industry. Escalating wage pressures and rising operating costs have increased the pressure on providers to accommodate more residents with greater care needs.
The Australian Government has announced a review of future arrangements for adjusting payments to aged care providers in response to changes in prices for goods and services including wages and related payments. The Conditional Adjustment Payment (CAP) and the long-standing COPO indexation will be subject to scrutiny. Attention will almost certainly be directed to the potential gains in efficiency and productivity should be expected of aged care providers.
To facilitate positive change in the industry, it is imperative these investigations are supported with relevant, reliable financial data. As outlined in the Hogan Review, the lack of industry financial information is a major impediment to evaluating industry performance and justifying the need for change.
The Grant Thornton Aged Care Survey will provide invaluable information about the performance of the industry for providers, investors, the Government and the public. We believe that the future of the aged care industry will be dramatically influenced by developments of the next few years and your contribution to his survey will help to ensure that those changes are positive for both providers of care as well as the elderly and their families. Individual returns will be treated confidentially and only aggregate data will be made public.
We strongly encourage members of the aged care industry to participate in the survey. Its design aims to maximise benefits while minimising the time to complete and return the information. The survey is being undertaken at no cost to the Australian Government or providers of aged care services. Results will be provided to contributors at no cost to them. Aggregate information should allow providers to measure their relative individual performances. Critical trends should emerge from the survey.
