Commonwealth Government Assistance

The Commonwealth Government has released the Disaster Recovery Allowance and Disaster Recovery Payment via Services Australia for flood affected individuals in the declared natural disaster areas in New South Wales, Victoria and Tasmania.

  • Disaster Recovery Payment is a one-off, non-means tested Australian Government Disaster Recovery Payment of $1000 per eligible adult and $400 per eligible child.
  • Disaster Recovery Allowance is a means tested income for those who have directly lost income as a result of the floods. If eligible, the maximum you can receive is the equivalent rate of jobseeker payment or youth allowance depending on personal circumstances.

New South Wales State Government Assistance

The New South Wales Government has activated the Natural Disaster Declaration for the NSW Severe Weather and Flooding from 14 September 2022 onwards for the below declared areas.

Under the State’s Disaster Funding Recovery Arrangements (DRFA), businesses, NFPs and individuals in the declared areas can access a variety of concessional loans or subsidies, including:

  • Primary producer concessional loan of up to $130,000, and a transport subsidy of up to $15,000
  • Small business concessional loans up to $130,000
  • Not for profit or community organisation concessional loan up to $25,000
  • Sporting and recreation club concessional loan of up to $10,000

Victoria State Government Assistance

Business relief

The Victorian State Government has released a $73.5 million relief package for primary producers and small businesses.

Primary producers and small businesses can access the below grants. 

Primary producers

  • The $19.5 million Primary Producer Flood Relief Program will deliver a one-off $10,000 payment administered by Rural Finance to help clean up, re-establish their properties, and get their businesses up and running again. The grants cover activities like the removal and disposal of debris and injured or dead livestock, repairing essential equipment, fixing and replacing fencing, buying fodder, water and water storage, salvaging damaged crops, grain or feed, and hiring or purchasing materials to clean up a property or equipment.
  • Primary producers whose properties have been directly hit are also eligible for concessional loans of up to $250,000 to restore or replace damaged assets, and meet general expenses incurred while the clean-up is underway.
  • Flood-affected primary producers can also claim up to 50 per cent of transport costs up to $15,000 for the transport of emergency fodder or stock drinking water, and moving stock to agistment, sale or slaughter.
  • Applicants for the agriculture grants encouraged to visit Agriculture VIC’s Emergency Management website.

Small business

Small business owners whose livelihoods have been affected by the floods will be supported through the $54 million Small Business Immediate Flood Relief Program.

  • Directly impacted small businesses will be eligible for a one-off payment of $5,000 to support clean-up, safety inspections, repairs, the hiring of equipment, and purchase of stock that businesses need to get back up and running as quickly as possible. Apply here.

Individual relief

  • The State Government has released two one-off individual payments:
  • Emergency relief assistance – to help meet immediate needs, including emergency food, shelter, clothing, medication and accommodation.
  • Emergency re-establishment assistance – available to households whose residence is uninhabitable or inaccessible for 7 days or more. Grants of up to $42,250 are available to help pay for clean-up, repairs, rebuilding and replacing household contents.

Tasmania State Government Assistance

Business relief

While the Tasmanian Government has yet to announce business relief for this specific weather event, businesses can access a variety of grants for individual business circumstances on the Business Tas website here.

The Rural Relief Fund also offers grants of up to $2,500 for farming families during natural disasters. Check here for more information.

Individual relief

The Tasmanian Government is providing Emergency Assistance Grants of up to $1,000 ($250 per adult, $125 per dependent child), as well as Temporary Emergency Accommodation for those who cannot safely return to their home and do not have access to other accommodation to those in the declared LGA areas.
